Probably because the Power Steering pump is trying to push
against an immovable object. The pump is trying to work too
hard and slows the engine.
It's always a good practice to not turn the steering wheel
all the way to lock, or at least when you do reach lock, back
off just a hair.

Steering wheels are hard to remove. A tool called a steering wheel puller needs to be used to remove the steering wheel. It removes the steering wheel by applying pressure to the middle and pulling the rest of the wheel up.
The steering column is the part the steering wheel is mounted on.

Could be worn ball joints, worn steering linkages, worn/out of adjustment steering box and or worn/out of adjustment wheel bearings.
To remove the steering wheel on a 2002 Land Rover Discovery, first disconnect the battery to avoid accidental airbag deployment. Then, remove the airbag by unscrewing the retaining screws on the back of the steering wheel. After the airbag is removed, disconnect the airbag connector and use a socket wrench to remove the central nut holding the steering wheel in place. Finally, pull the steering wheel off the shaft, being cautious of any alignment markers.
It sounds like the steering wheel is locked, try to wiggle the wheel at the same time you turn the key.
