It is important to which fluids are compatible with what vehicle. For a Dodge Neon the engine needs 5w-30 for it to run smoothly.

That's an objective question. As compared to what? For a small four cylinder, they are OK.

The 2005 model year neon calls for 5w20 to be used. However, if 5w20 isn't available in your area 5w30 can be used. From what I can tell there were no changes made in the engines from 2004 to 2005 that warrented a change in oil viscosity recommendation, so the change was to satisfy fuel economy requirements. You should be able to run 5w30 or 10w30 without a problem.
The quarter mile for a Dodge SRT-4 ranges from 13.9sec (professional driver) to about 14.3sec for the average track day visitor. I have personally run 14.2@102mph in my bone-stock SRT-4 and I am an ameteur driver.
A 2000 Dodge Neon will run but not accelerate over 15 mph if the transmission governor is stuck, it is not receiving enough fuel, or the ignition timing is substantially off. Hooking an OBDII code reader to vehicle will help narrow down the cause.
