This answer a general answer, not specific to a 600 series Ford tractor. But 99.9% applicable. 1. The regulator may be connected incorrectly. Double check to make sure the wires are where they are supposed to be. Replace if damaged by incorrect installation. May or may not be depending on what was connected where. 2. Or, the regulator might just be defective in the first place.
