Float is stuck , carb need a good cleaning. If you get lucky might get away with a good in tank carb cleaner.

The fuel filter is probably clogged. The primer bulb creates enough suction to feed fuel to the engine, but the vacuum created by the piston is not enough to keep the fuel going.
Spray a starter fluid into the intake to get the engine running. If the fuel pump does not start pumping, it is defective, or the fuel filter is clogged. These pumps are self priming.
Check your chair switch!
You just buy a carburetor re-build kit, clean all the parts and follow the simple directions to puy it back together. You can doi it, it's just not that hard and beats spending 250 bucks for a new mower!
Make sure it's getting fuel through the carb. if it is mke sure the fuel is getting to the combustion chamber. if it is , then it should be running.
Clogged fuel filter or carburetor needs cleaning.
The most effective method involves the use of a craftsman 22 oz. ballpeen hammer.

Typically Craftsman tractors put the belt routings decal on the bottom side of the left running board. (the place you rest your left foot) Sometimes it is on top of the deck too.
Either the machine does not "know" or the clutch/brake switch is bad. Either way it is a safety switch
remove the the bowl on the carb and clean with carb cleaner, be sure to clean the main jet. and the small holes in the bolt that holds the bowl on, if these are plugged the mower will start but not stay running
Mine is running using a Champion J19LM. You might be able to cross reference from that number
