This is a known fault that can happen on early model picassos (before end 2002) and can be caused by a faulty ignition switch.

Depends on the exact model, but in my 2001 Pic 2.0HDi it is number 40 in the fusebox in the fascia on the driver's side. No. 40 is the very top left, and if I recall correctly it is the only 40A fuse in the box.
