That depends. If the bird is flighted (i.e., the wings haven't been clipped) and usually flies when allowed to, he/she is probably ill if choosing not to fly. However, if the wings have been clipped, the bird doesn't fly because it can't.

Your budgie could have died from old age (they usually getto the age of 6 years or older)

if your bird is not completely comfortable around you yet, they will not eat when you are watching. it probably *is* eating, just not around you.
