Sounds like it is low on coolant.
The heater fan ONLY blows the air, it does not make the temperature of that air. Your heater temperature controls how hot the air is. Adjust your heater temperature for hotter or cooler air.

Check coolant level
If the temperature gauge is reading below normal operating temp after driving a little while it may be that your thermostat is stuck open. I replaced my thermostat and it fixed mine.
Try your thermostat
Replace {Thermostat}, It is in a closed posistion and is unable to open. Another cause as with the Futura (1.3 Fiesta year 2000) is a valve between the heater and engine, the Thermostat shows normal operating therefore replacement is not needed.
If the ambient (air) temperature rises and the A/C blows warm air, it probably means that you need to add freon.
If the coolant level is okay, I would suspect a restricted heater core. Try flushing the heater core.
Had same probllem on High. 2002 "The fan blows cannot control temperature via temperature knob on the dash?" Knob was useless. Turns out that the problem was the A/C/Heating control unit. Replaced under warranty $1000
