Anything over the full mark is too much.
The engine idle is controlled by the ECU, and is not adjustable. If the engine is not idling properly, either too fast or too slow, take it to a shop and have them check the OBDII codes.
You wouldn't happen to be using too heavy of an engine oil ? What grade of engine oil are you using ?

Steer very gently to the side that is on the ground, too quickly and the vehicle will over correct and roll the other way.
That's normal, It's a 6 volt... If it's tuned good it will fire up, I'm amazed mine starts cranking so slow If it is too slow in time it will turn over slowly. Have the timing checked.
