In open air there is already 20% oxygen around! Only in aquous environment (under water) it's easier, though not simple.
If you are talking about a hot water tank then the answer is no. If it is leaking from a fitting, it just needs to be tightened. If you can not tell where the leak is coming from, the water leak is the first sign that the tank is going to need replacing in the not to distance future.
I would first pour several buckets of water down the drain without running the tub faucet to see if the drain is leaking. Then I would with a spray bottle direct water around the drain lever/overflow plate, tub spout and valve to see if that is where the leak is. I would then move to the valve itself to see if that is leaking checking packings and the diverter. If nothing shows at that point check tub tiling and possible water spilling on the floor. If water is appearing and you cannot determine where it is coming from you may have to open a wall or ceiling to determine. I also try measuring where the leak is and comparing the measurements to locations of tub parts. In any case I try my best to find the cause before cutting walls and ceilings unless the ceiling is already shot from the leak then open it up and look. Wall openings are done on the wall behind the tub valve usually a closet or bedroom wall, never break out the tub wall around the valve.

Old and faulty air conditioners can leak water, and this attracts flies. Keep your air conditioning system maintained and replace the filter regularly.
Look for gasoline leak at fuel injectors. You can usually smell it. If no leak change air filter. A plugged air filter can cause too rich mixture and too much gas usage. Also inspect gasline from tank to gas filter and around filter.
If its not closed properly water will leak out when the pump us running.
Sounds like a leak on the suction side of your equipment.
i have to same problem with my sierra ive changed the filter and it still leaks, i was told that its the oil filter adapter you can get one at autozone for about $20
Call a leak detection company like American Leak Detection, if there is a leak they can locate with detection equipment..
The filter may be lose if this is not the case the threads around the filter may be "stripped". Try changing the filter if this does not work I would take your vehichle to a certified mechanic.
The water could be coming from a coolant leak higher than the plugs on the engine. Look around the head for signs of any leak as it is possible that there is a head gasket leak.
There is a fair amount of fuel that will leak when changing the filter.
