Depending on the location, foreign objects can fall down inside the socket. If the object is metalic (foil wrapper, hair pin, etc.) it will short out hte socket. Also, spilled beverages can corrode the socket and cause a short.
The 1996 Pontiac Grand Prix cigarette lighter fuse will be in the fuse box. The cigarette lighter fuse will be the number 13 fuse.
The 2005 Pontiac Grand Am cigarette lighter fuse can be found in the fuse box. The cigarette lighter fuse will be in the second column, fourth from the bottom.

Look in the owners manual and it will give you the location. Look in the bottom of the lighter and see if a coin has fallen into it, blowing the fuse.
It is the same fuse labeled for the door locks, "DR UNLK"
Its fuse #10 in the underhood fuse block - called accessory power, or acc pwr.
On my 97, its in the fuse panel at the end of the dash. Open drivers door to get to the panel.
I believe it is a (yellow) 20 amp fuse in the underhood fuse and relay center or in the convenience center or the electrical center.
I have the same problem with my 2004 Grand Am. Tried replacing the cigarette socket, but that didn't work. I can't find any shorts. Possibly the alternator or wiring to the fuse box. If I figure it out, I will post the resolution.
Check the fuse and if the fuse is good the lighter needs replacing. You can purchase one at any auto parts store.
