it means that one of your brake lights are out .thats why it only lights up when you hit the brakes. once you replace it , the light will go off.
Sounds like your alternator is going bad. The extra juiced used when breaking robs power from the other lights. Pulsing when idling sounds like the voltage regulator which is built into the alternator. Have it replaced.

How dim? There are several possible answers. First, the output of the light coil is directly related to the engine rpm. Second, if the regulator/rectifier is not functioning properly, the lights can be dim. Third, if you have a poor ground connection the lights will be dim.
