This is due in part to both the intake manifold and the power steering itself. The reason it stops is because the air intake is being diverted away from the Power Steering belt and is in a sense, "balancing out the intake" -- in order to remedy this problem, you need to replace the power steering itself and put new power steering fluid in it, only then will the rattling stop.
Power steering fluid helps your steering wheel turn easily. If you have dirty power steering fluid, it may be hard to turn your steering wheel while driving.
An integral power-steering system is otherwise known as a four-wheel steering system. It is also known as an all-wheel steering system.

Power steering pump failing.
The "clockspring" carries power for steering wheel mounted accessories from the steering column into the steering wheel while at the same time allowing the steering wheel to rotate.
The power steering fluid is stored in the power steering reservoir. The power steering pump is driven by a belt. Look for it.
A steering wheel may be hard to turn because the power steering fluid might be low. It also could be that there is problem with the power steering pump.
Power steering or wheel bearing?
power steering is easier and you do not have to turn the wheel as hard as manually.
Power steering fluid is needed to keep the power steering operating correctly. However in an emergency you can still steer the vehicle without power steering fluid, it is just really hard to turn the wheel without the power assist.
