If you mean that a gas hot water heater (HWH) has the flame go out (located beneath the HWH tank.) Then this is the normal operation whenever the temperature reaches the set point. You can regulate this temperature by adjusting the control, on the HWH. (hint: Be careful when raising the temperature, increase it slowly over a few days as the shower temp. may surprise someone in your home.) If it continues to shut off too frequently, you may have a gas or HWH regulator related problem, in that case call a professional.

This explanation does not apply to electric or oil fired HWH's.

Water and/or temperature pressure are too high. Or you have a faulty temperature and pressure relief valve.

Mine doesn't pop as I checked the pressure prior to installation Having a T&P constantly discharge means excessive temperature /pressure and an explosion is very possible

Would you be able to find a shut off valve to keep water from entering heater coil?

There is no shut off valve. But you can by pass the heater core by disconnecting the 2 hoses going to the heater core. And connecting them together. The only problem with this is that you won't have any heat in the winter.

The pool pump does suck the water from the pool. Then it goes thru the filter and (if you use have the following) thru the heater and chlorinator then back into the pool. So - nothing will keep it from sucking water from the pool - but that's a good thing. Now - if you set the valve to a different setting - then it might actually send the water to a waste line - maybe that's what you meant. If that's the case -then the pool pump will eventually drain your whole pool if you have it set to get the water from the bottom drain (another valve).
