It's the copper in old Plumbing. The acidity of the water or just age can cause corrosion, releasing copper into the water. You can replace with PVC, or get a filtration system, or just drink bottled water, if you're concerned about it.
Empty the water out and scrub the tub clean.

If the tub has a shower as well, the pipe from the faucet to the shower head could be leaking. You might also check the tube that comes OUT and fills the tub. It could be leaking back at the valve when you turn on the water.
I assume you mean when you turn on the sink water comes up from the drain in the tub? If that's the case, the drain from the tub is clogged. The sink is higher than the tub so the water comes up there.
Scoop them out with a net making sure there are no remaining eggs or tadpoles. Drain and clean your hot tub. This will have to be done as the little green frogs probably decafetated in your hot tub and contaminated your water. Refill with water and test that you have a proper pH balance. And then keep your hot tub covered when it is not in use.

Water can come from the tap or it can come from the drain -- one or the other.Assuming that you didn't turn on the water to fill the tub, perhaps the sewer system drains are backed up.
If the bath tub is the only place you are not getting water, I would check for a shut-off valve somewhere between the tub and where it branches off from the main hot and cold water lines. Or you could just have a bad valve on the tub.
White or a shade of light yellow would work well.
