sounds like a short to power somewhere in your wiper control module, and or relay circuit.

are you serious... life blade off windshield, unclip plastic fastener off the center of the wiper arm, remove wiper, replace in reverse order.
its under the plastic cow directly under the windshield wiper arms. you need to open the hood and take off about five or six metal clips and 2 plastic screws on each far side of the cover up near the windshield.
