It may be due to the effect of the Shukaku sealed within him. Just like Naruto is with his whiskers, Gaara is with his raccoon features -since Shukaku is a raccoon dog demon.

In naruto.. gaara doesn't has eyebrows, so.. why doesn't he has eyebrows like other shinobi's? Well.. so here's da answer: if ya guys hab seem da origin of gaara dat he was too small compared to other new born babies, he wasn't dat maturely born in anime.. so maybe becuz of it.. his eyebrows didn't appear in his birth.. it's mah opinion of why gaara doesn't hab eyebrows so.. I'm not too sure if it is but i hope dat dis answer was helpful.. thank ya! ^^

(guess because it was more obvious espacially from his insomnia and he started killing people). even when gaara apologized to a kid that the shukaku hurt, the kid still hated him. even tamari and konkuro didnt like him until they become a team i guess
