It is because during the cold war Cuba was and still is a communist country. In 1968 cuba threatened the united states with nuclear weapons. so we surrounded Cuba with battle ships, we made sure nothing came in or out. the USSR didn't like this so they sent in there navy and threatened us with war if we don't stop the blockade.
