well im not really sure where that is but the closer you are to the equater the less likely it is to snow there. this is because it is hotter for more of the year.

a permanant ice biome is somewhere very cold where the ice doesnt melt very much so theres always alot of snow and ice for example Antarctica or the north pole but i wouldn't say somewhere like Alaska or something because its not always covered in snow and there are some places with no snow
One idea is that it cannot quench thirst and it may even be harmful to the taste buds as it is very cold and can ruin them. However, considering that snow is actual water - just frozen to a degree - the properties of snow would accomplish similar results as the properties of water.
