If the bulb is a double filament bulb, one of the filaments is burned out.
Very top is ABS, next two down are marker lights, next two down from that are flashers/turn signals, bottom is brake lights, center is ground.
Turn signal lights that double as parking (marker lights) when not blinking.
Top pin is ABS. Next two pins are marker lights. Next two pins down are flashers. Bottom pin is brake lighting. Center pin is ground.

You will need a Phillips screw driver. There's one screw at the end of the marker light. Take that screw out and the marker light will slide right out-of-place for you. Hope this helps, 1ATony
The 1995 Pontiac Grand Am has reflectors on the sides that may look like side marker lights, but they are only reflectors. The tail lights and front parking lights are so positioned that they can be viewed from the sides, so separate side marker lights are unnecessary.

It's the head lights only.
The license plate lights are not in a separate fuce by it seft. They are the same as your side marker lights. So, check if your side marker lights are working and if they are them is a bad license plate light bulb.
