You don't receive tweet notifications because those who get a lot of tweets would become bombarded with emails. It only takes a few minutes to check anyway.
You can only send direct messages to those that are following you. Direct messages are for more private conversations and so it makes sense that those would only happen with someone who you follow and follows you back.
