The AC in all years of Jeep Cherokees blows......it also sucks. Go figure... It takes a really good automotive engineer to create a system that is so subject to failure and so difficult to repair. Good luck to you !! answer: I have to assume you have a Grand Cherokee. If the blower motor is not coming on the most common failure is a poor connection at the blower resistor module (located under the dash on the right side close to the firewall) this usually causes the wiring terminals to overheat and melt damaging the wire terminals and blower resistor module. this condition is most common on models with dual zone a/c system. you will need a new blower resistor module and a wiring connector repair package (available at dealer)

i had the same problem in my 96 jeep Cherokee check to see if your auxilary fan is shot if you are undable to tell just simply unplug the fan and give it a shot this solved my problem
I have a 99 wrangler and have had problems with the wires shorting out or corroding under the box. I had to remove the box and replace some wires, the fuses in the box did not blow.

One of the reasons a 2000 Jeep Cherokee heater would randomly blow cold air and then hot air and then cold might be that there is a problem with the hot/cold duct. The air or a vent might be inadvertently blowing periodically.
I've had this happen to me as well. I had a 1998 ZJ Laredo 2x4. I found the problem was the PCM. After I replaced the PCM, no more problem.
