If the instrument cluster on a 2002 Envoy is not working, check the fuses. There is a main fuse for this under the hood on top of the battery.
Disconnect negative battery cableTilt the steering wheel to its lowest position and remove the instrument cluster bezelRemove the instrument cluster retaining screwsPull the instrument cluster out,unplug the electrical connectors from the backside and the shift indicator from the bottom (automatic trans models) then remove the cluster from the instrument panel

this is my own answer,no airbag will be ok, the only problem is you have to reprogram instrument cluster and ford are the only one that can do this at a cost of £119.00+ vat.
The instrument panel cluster fuse can be found in the fuse box. The fuse box is located in the engine compartment. The fuse will be in the second column, third from the top.

Dash lights are soldered in place on the board. If they are all out you may have a fuse out or the instrument cluster is gone.
