Red Hood was at first, The Joker. Later when Jason Todd (the second Robin) "died", he was awaken again in a Lazarus Pit and became the Red Hood.
The Joker (Jack Napier) was the original Red Hood. Spoiler: In the very successful animated movie, Under the Red Hood, the Red Hood is revealed to be Jason Todd, the second Robin who died at the hands of the Joker in most story lines.

Jason Todd is a former Robin that went insane, thanks to the Joker's tortures. Edit: Tim Drake was the Robin that went insane from the Joker's tortures, not Jason Todd. Jason Todd, the second Robin, was brutally beaten to death with a crow bar by the Joker. In later canon, he is resurrected and returns as the "Red Hood". Jason, upon coming back from the dead, harbors resentment for Batman not avenging his cruel death. He particularly doesn't get along with Dick (the assumed Robin in Teen Titans) and is seen as an "Anti Hero" because of his questionable morals (he's willing to kill criminals, against Batman's will). At one point, Jason poses as Nightwing, Dick's alternate persona (post-robin), which is where the homage of Beast Boy's assumption of Red X as "Jason Todd" may have come from.
