Check your relay under the dash. My 1991 JCB did the opposite and that is what the problem was.

A reverse idler gear in a manual transmission. It converts the reverse gears turning direction into the outputshaft to reverse its direction. The transmission can not spin clockwise when the reverse idler is engaged thus it only spins backwards not forward.

It could be the transmission, it could be some parts under the vehicle that rub only when travelling forward.

The reverse on a waverunner works very similarly to the reverse on a jet plane. A mechanism called a "reverse gate" drops down over the jet on the back of the Waverunner. The reverse gate changes the direction of the thrust so that it goes forward instead of backward. With the thrust going forward, the Waverunner goes backward for the same reason it goes forward with the thurst going backward. Note that switching into reverse at speed or using the reverse at high speed or using the reverse as a brake can rip the pump out of the back of the Waverunner. The reverse is only intended for low-speed maneuvering.
It is built that way so you can coast with out moving your feet
Burnt forward clutches/ The forward cluth pack is stuck/welded together.... You need a overhaul...!
the forward gear clutch pack is worn out. the only solution is to get the transmission rebult.
