Hawaii is a bad environment for bald eagles. It's too hot, and there's not that much room for multiple bald eagles. They would die out before they were even noticed. Also, it's too long a flight to get there from their natural habitat.
There are more bald eagles in Alaska for two reasons. First, there is more wild and open space in Alaska for bald eagles' prey to live, and where there is more food, there are more eagles. Second, until 1972, DDT was heavily used in US agriculture. This prevented the eagles from successfully reproducing in much of the contiguous US, which caused their population to decline. It has recovered since then, however it may not be the same as the pre-DDT population of bald eagles.
