have you replaced the dimmer switch? if not that may be the problem. I had the same problem in reverse( brights worked but headlights didn't) water damaged the dimmer switch on the steering column once I replaced it all was good.

you dont really need to us a gasket compound on your gasket thought i would put a little bit of black silicone on it. it can only help the seal

Absolutely... IF they want your cars on their lot. Dont bring a jeep Cherokee to a Mercedes dealer for example.
you can go to your local auto part store and ask about how to maintenance on you viehicle if they dont have one then try another i know they have them
vddvI dont remember the exact order off the top of my head but it is embossed on the exhaust or intake manifold i cant remember.
