Good question and here are a few logistical problems with providing parachutes to passengers…
a) This would add weight to the plane. More weight means more fuel burn, and thus more money for all on board.
b) Training each and every passenger how to use one, is not possible.
c) Air travel is far to safe to even require the use of parachutes.
d) If an aircraft did encounter a situation that would require all on board evacuate then the aircraft would have to be depressurized in order to allow the cabin doors to open. Doing this would subject passengers to the high altitude low pressure and oxygen causing unconsciousness. Unconscious passengers don't make for a good evacuation.
