The coolant fan may have a blown fuse. The electric motor, on the coolant fan may be not working. The ground wire on the cooling fan may be corroded or loose.
One fan should work when the A/C is turned on. Either the fans are defective, fuse is blown, or thermal relay is defective.

OK, you know the fans are good because the work when the A/C is on. So the problem is elsewhere. As you know, there is a temperature sensor that signals the fans to come on when the cooling system gets warm. You replace it, but is the wiring OK. Check all connections. The fan control module/relay may be faulty, have you checked it? THE PROBLEM WAS I NEEDED A DEALER COOLANT TEMP SENSORS
Do they work when you turn the A/C or Defroster on? If so it could be temperature sensor If not it could be fuse

Very possible your temperature sending switch is bad. If both fans work with AC, then it's also possible you have a wiring issue.

first you need to make sure both of your fans work by doing the following step 1- unplug your collant temp sensor and start your car, if the fans run, then replace coolant temp sensor, step 2- if the fans do not run check the relays that are located in the fuse box under the hood, their are 2 of them, step 3- if relays are good and the fans are not coming on while the coolant temp sensor wire is unplugged and the car is running then you fan motor needs to be replaced
