an intermittent wiper has a built in delay , wipes once then waits and wipes again, speed depending setting you put it on, non intermittent wipers dont have a delay and keeps going until you turn them off, no waiting, wipes, hits bottom and wipes again right away

Yes, there is a relay. With the intermittent wipe/washer etc it is all quite complex.
