the reason why the wheel might be locked up is 1)your calipers are not releasing, 2)your bearings are faulty, or 3) your rotor is warped. good luck in fixing the problem.
unlock your front hubs
they should be free, when in 4x4 they should be locked.
The tire will have that information printed on it.

If it doesn't have manually locking hubs on the front wheels, It means it's a "constantly" locked front 4x4. You don't have to lock them, they already are.
