He doesn't need to. The wolf population is all ready protected by the National Park service programs and the Endangered Species act. Presidents do not have power this sort of thing because they have greater problems to think about. It is Congress that makes or weakens laws that protect animals and the environment. If you are really concerned about this write to the people who represent you in Congress from your state and express your concerns.
