As scapegoat is not a verb, the question is confusing:

if you mean to ask why was someone/thing used as a scapegoat for the Jews, you would need to qualify what the Jews had done to require a scapegoat.

if you mean to ask why the Jews were used as a scapegoat for someone/thing, you would need to qualify what had been done and by whom for the Jews to be used.

If you are reffering to the anti-Jewish Propaganda employed by the Nazis, they were blaming the Jews for things that had happened (and that had not happened), but as the Nazis were not trying to excuse thier own actions or absolve responsibility (the two definitions of a scapegoat), then the term is not appropriate.
