Applications and "open documents" all consume memory (RAM), which is finite. When the system runs low on RAM, it can use paging (subject to the operating system and settings). Paging means to emulate larger than physical RAM with the help of a hard disk. Accessing this hard disk and the "paged memory" slows down the computer.
Apart from RAM consumption, each running application (and within each application, each process, thread or fiber (with varying terminology subject to the operating system)) consumes CPU cycles. Even if the application does nothing, the application or a related operating system services needs to check and confirm that it needs no do nothing (or take action if a keystroke, a relevant mouse movement or any other event occurs).
