the park tab is bent. it is a thick piece of metal that must be bent back slightly toward the wiper motor with a hammer or plyers.
I assume this issue started when there was snow/ice on the windshield?
There is no "reset" in the wiper motor. If your wipers do not park, it is likely your wiper motor parking contact or cam is broken. Try running the wipers with the key in the "ON" position, then turn the wipers off using their switch while they are up on the windshield. They should park themselves at the bottom. The good news is a wiper motor is pretty cheap at a junkyard, and not too hard to replace.

Yes. I've done it. Costs no money, just time. There are several YouTube videos on how you do it. Basically there is a metal tab called a pawl atop the wiper motor. You take the plastic trim off by the wipers then you adjust this pawl so it catches properly and the wipers will park where they are supposed to. Common problems with GM & Olds. Look it up. Good videos online.
Same thing happened to me on 1998 intrigue. Also in snowy and freezing conditions. Your windshield wiper motor is mounted to a bracket that has a little metal tab on it that the crank arm assembly has to hit in order to park the wipers, in a lot of cases this park tab in either bent or broken, and if bent can be adjusted. This happens if the wipers encounter too much stress, such as trying to wipe when they are frozen in ice. The tab can be easily bent back, if you can get to the wiper motor.
Could be out of synk need to loosen and reset then tighten back up
If your wipers were froze down or stuck down when you tried to use them. It maybe the wipers are designed so that the bolt which is fastened to the fire wall backs off. try tightening that bolt and see if they do not been working again! From LHZ
It has a rev limiter, it is supposed to do that in park or neutral.
The wiper switch on the ParkAvenue could be bad. Or, the intermittent relay for the wipers could be stuck, causing the wipers to run.

The car wipers should not stay up but return to their original position. The wipers will stay up if the wiper motor, the wiper controller and the wiper linkage are faulty.
Wiper motor cogs can wear down and fail to leave the wipers in the lowest position. If the wipers had encountered some resistance they can also slip. It could just be a simple fix.
