Death Valley is so hot and dry due to the mountains surrounding the area. By the time clouds pass over and down to the valley, they do not have much moisture, this keeps it dry. It is so hot due to the lack of trees and plants. The full impact of the sun is allowed to heat the area.
Death Valley is a desert valley located in another larger desert, the Mojave Desert. The Mojave Desert is very dry, globally because of the high number of his high montains ranges, which surround the desert. These mountains ranges block the moisture on forms of clouds and precipitations, this effect is called the rain shadow. In addition to this effect, the Mojave Desert locations has very low elevations which accentuate the hotter and the drier effect of rain shadow because there are more colums of air, which means the atmospheric pressure will be higher and will cause the air to sink more and to be drier. A great portion of the year, there is a large semi-permanent high pressure system hanging over the Pacific Ocean called the North Pacific High, which cause hot dry air to descend and to sink and to have a lot less water vapor. Death Valley is the lowest place of the Mojave Desert and of the North America, which means also hotter and drier than other higher elevations.
The mountain ranges west of death valley (4 of them) prevent the moisture from the pacific ocean to arrive which is called rain shadow.

Death Valley has always been where it is though it was not called Death Valley until 1849 and was not always dry. About 10,000 years ago there was a spectacular lake and a very lush environment. But it was in the same place as Death Valley is today. Nothing has moved - it has only changed.
Well, Death Valley is not a 'peak' - it's a valley. It became the lowest valley and dry spot in the western hemisphere - thousands of years ago when Lake Manley dried up. That was the lake that covered the floor of the valley 10,000 years ago.
