Because he was the US commander during Desert Storm, which was the largest US victory in a conflict since WWII. There were US victories in Operation Urgent Fury (Grenada 1983), and Operation Just Cause (Panama 1989), however they were not large military campaigns when compared to Desert Storm (January and February 1991). 1. WWII was total victory. 2. The Korean War was a victory, in that the communists were stopped at the 38th Parallel; which is maintained today, and the Republic of South Korea is a thriving nation because of it. 3. The Vietnam War was a nobel cause, but a lost one. The communists won that war (the only true victory they ever had), by conquering the Republic of South Vietnam in April of 1975.
