Juliet is upset with the Prince's judgment because he has spared Romeo's life but banished him from Verona. This means she will now be separated from her beloved Romeo, causing her great distress and sadness. She feels that this punishment is too harsh and unfair, adding to her despair.

It means that Romeo cannot be in Verona, at least not without risking his life. And this will probably mean that she cannot see him since apparently the only two places she has ever been are her own house and the church.

Juliet is angry with the Nurse at the end of scene 5 in Act 3 because the Nurse thinks she should just marry Paris after Juliet asks the Nurse for advice (even if Juliet doesnt love Paris).
