Mexico is not unlimited. An unlimited government is a non-constitutional government, where the government does not have effective controls over the power of its rulers.

Mexico has a constitution -- the latest version been in existence since 1917 -- and its government is a federal constitutional presidential republic, with all the "checks and balances" required between the three Powers of the Union (executive, legislative and judiciary).

Now, Mexico is a developing country, with weak institutions as one of its greatest challenges to overcome. This means that although these checks and balances are in place, some rulers (i.e. state governors and local officials) abuse their power and often enrich themselves through illicit means and/or influence peddling. This undermines the effectiveness of the constitution, but the government is actually trying to prevent it.
