Nigeria is a third-world country. It is still struggling to give its people basic necessities such as food, water, shelter. They haven't had a chance to move on to more advanced things such as science and technology.
I feel the political and ethinic unrest (for 19 years) are the prime reasons that Nigeria could not concentrate on Science and Technology.
Since, 1990 upto 2007 there is conflict between ethinic groups and foreign oil exploration companies as ethinic groups feel that they are being exploited. To control the invaluable oil wealth their remains ethinic as well as political unrest in Niger delta. There are innumerable count of regional and ethinic groups those have their own militia.
In 2008 massive crackdown had taken place on militants by Govt. though they were granted amnesty in the year 2009.
For the future they will need to build schools that teach in the areas of science and technology. Colleges or technical schools and the ability to use their resources remains a key to overcome all setbacks.

Think of technology as applied science.
I think not because the latest technology is depended on the base of science. And there is no concept of technology with the help of modern science.
Think of it this way: I don't think you have seen anything that hasn't involved Some sort of science or technology.
I think Technology is easier, but it is different for each person.
Science is all about technology because they made technology by science. Many people think is just a waste of money but it isn't. Its a miracle!
Think about the word industrial. Industrial would not be part of our vocabulary if it was nor preceded by successes in science and technology. To put it simply, industrialization is the most significant and consequential result of advances in science and technology. If nobody had ever studied to improve science and technology, civilization would not exist.
