Why is Obama cutting VA hospital care to elderly combat veterans yet spending four billion dollars on foreigners who abandoned their children at the border?

There are some theories about that, but no one, at least citizens, knows why he would do that, why Congress is not getting involved to stop it, or why citizens are not making more of a fuss about it.
One theory is that there is a plan to change the United States. This theory sounds unbelievable, but there is some evidence for it. Not giving our veterans the care they need and allowing illegal aliens, including children who cannot support themselves, into the country could be a part of a plan like that, or it could be a case of the VA being very poorly run, and the US government just not turning the children away.

Why was the Kempton Park Hospital closed?
The Kempton Park Hospital was closed due to short staff. There were only two part time doctors left and most of the nurses had resigned. They were planning to have anta-natal services and other small ones. The weird thing is the hospital was not closed, it was abandoned. They literally just left. Why did they not take the equipment to other hospitals and why are they still spending R1m a year in maintenance and security to protect an abandoned building?
