President Obama is popular in Europe because he has weakened the U.S. relative to Europe as well as the rest of the world and because Europe has become increasingly Islamic. Also Obama did the Russian Reset with Putin enabling Russia to regain territories lost under previous Republican administrations. President Obama supports Sharia and has lead a war on Christianity comparable to that of the Islamists. Israel has always been unpopular in Europe and Obama is far less willing to support Israel's occupation of Arab lands than Bush was.
I think there are two reasons. One reason is that President Obama's tone and style seem more courteous and less bellicose than his predecessor, President Bush. (At the risk of seeming like I am being critical of Mr. Bush, surveys repeatedly showed that as his presidency progressed, he became increasingly more unpopular throughout Europe.) And the other reason is that Mr. Obama believes in diplomacy rather than just advocating for war-- many Europeans felt Mr. Bush was too much of a hawk, and was unwilling to even consider diplomatic solutions. That said, I fully expect that other people will have different opinions about this question.
