While winters are colder in somewhere like North Dakota, Portland summers average about 58 degrees. It is cold because the mountains keep clouds in, and the wind from the super cold Pacific Ocean.
The oregon winter aren't the cold problem, it's the summer. the winter will stay above 20 degrees in the Portland area, but the summer will average 58 degrees. In eastern Oregon, it has gotten to -60 degrees, thats one of the coldest temps ever in the US. idk why eastern is like that.
