Because of Grand Central Station which 'stradles' the natural north/south course of Park Avenue. Once the Avenue reaches Grand Central, Park Avenue South rises on a ramp, goes through Grand Central and emerges on the other side as Park Avenue. The existing answer is true as far as it goes. A great deal more perspective can be gained by looking at the historical models of Grand Central Station at the Vanderbilt museum in Newport, RI; Grand Central was rebuilt several times, and the entire area was elevated -- the tracks were originally above ground. The unusual design of Grand Central and Park Avenue appears to date back to the 2nd version of the terminal, if I recall correctly - what are now automotive ramps were originally for horse and carriage and streetcars.
