In the anime, she's the leader of the Scouts mainly because, aside from Sailor V, she was the first Scout to be awakened. In addition, she's the Moon Princess, the one whom all the other Sailor Scouts have to protect--in a position of authority, it makes sense that she would also be the leader.
However, in the manga, it's actually Sailor Venus who is the leader of the Inner Senshi (Scouts). She "takes over" when she appears and it is revealed that she is not the Moon Princess (as she led the others to believe initially) and Sailor Moon/Usagi/Serena is.

At their inital appearance in the English anime, they do not know that Serena/Sailor Moon is the reincarnation of the moon princess. Eventually however, they do find out, and are in complete denial, at one point even requesting to fight Sailor Moon to prove she is worthy of her crown as the moon princess and to be leader of the Senshi/Scouts. It is Sailor Uranus who is most adamant about this, and it is also Uranus who is the first to bow to Sailor Moon in apology when she realizes the truth.

People are still selling Sailor Moon merchandise, however the bulk of it is most likely bootleg and poor quality. For instance, the manga's poor quality is very obvious with bootlegs. They are no longer manufacturing Sailor Moon merch anymore, but if they get the rights to it again, I suppose it could happen. Sailor Moon is being aired again in some countries, so there is a chance they could get the rights to SM again.

How many discs are there in the Sailor Moon Box Set?
This is sort of obvious, because all season box sets have this many, except for season four I think. FIVE. I think season four either has four or six, but maybe it's not even season four that's different. Just assume all have five for now.
