The most popular Sailor Senshi [Scout] depends on when the poll was conducted and where. For example, polls conducted during Sailor Moon's first run in Japan showed Sailor Mercury/Ami Mizuno as the most popular Sailor Senshi, but as additional Senshi were introduced, positions in the poll changed.

Many times, the popularity poll results were shown in a color pull-out poster featured in the magazines or tankoubon in which Sailor Moon was run; these posters can also be found in many of the Sailor Moon art books.

Really Serena...... obviously you don't knw anything about Sailor Moon or the series..... to begin with (how sad for you.....about that......) .... for one her name is usagi well that is if you fallow anything that has to do with the original story.... but names aside... since apperentally your culturally un intelligent... really usagi... there are so many characters that could take a role and should... usagi is merely weak.... which is why she has one attack per season.... well assuming that you see the last episode.... basically in the end of every season Usagi (or Serena for you people who will not move past their western culture) has the strength to defeat an enemy who poses a threat to the universe... but if she did not have her soldiers where the f*** would she be... dead in season 1.... ya probably.... but oh well writers flaw.... just hopefully no 1 will take her too seriously since she def does not have the qualities to save anything......

In the anime, the leader of the Sailor Scouts varies, depending on whether you watch the original Japanese anime or the English dub. In the English dub, it is Sailor Moon, but in the original Japanese anime, there are moments when Sailor Venus mentions she is supposed to be the leader (of the Inner Senshi, because Sailor Moon is the Moon Princess, and the Sailor Senshi are meant to guard her).

In the manga, Sailor Moon is the leader up until Sailor Venus appears, at which point Venus essentially "takes command," especially since it is revealed Sailor Moon is actually the Moon Princess shortly after Venus appears.

For the Outer System Sailor Senshi, it is debatable who is the leader. Most likely, Sailor Uranus is the leader, if just by virtue of her personality. Because Sailor Pluto has duties to the Space-Time Gate and Sailor Saturn was initially considered a threat by the Outer System Sailor Senshi, neither of them are likely the leader. However, Uranus and Neptune tend to follow each others lead.

Though Sailor Chibi Moon is frequently depicted with the Outer System Sailor Senshi, she actually fights more frequently with the Inner Senshi, and as such, follows the lead of the older Senshi in that group.

In the manga, when Sailor Chibi Moon returns from the future to assist Eternal Sailor Moon in her battle against the final enemy of the series, Sailor Galaxia, she leads her own team: the Sailor Quartet, made up of the four female villains from the fourth arc of the manga (the "Dream" arc, known as "SuperS" in the anime): Sailor Ceres, Sailor Vesta, Sailor Pallas, and Sailor Juno.
