Actually, there are not too many real, substantive differences. They both tend to be composed of educated males from the upper classes, with some variation in the US of course - we let the odd female or dark-skinned person in the senate, so long as they're rich enough to overcome those two hurdles.

Mesopotamia was hard to unite because it was formed with several city-states and the city-states had their own thoughts and policies so when the city-states tried to unite, it was hard because of different systems. That's why it wasn't united until military force made them so.
