The mass of Uranus is 14 times greater than Earth, but it's radius is 4 times greater than Earth.
So approximately 14/16 = 0.875
The gravity on Uranus is actually 0.886g whereas Earth is 0.99732.
It is not weaker than Earth's gravity, as for it has more mass.
Gravity does not have a size, smaller would be an incorrect term.
Because gravity is related to mass and distance from the centre of the object.
Neptune has a mass of 1.0243 x 1026 kg and a radius of 24,764km,
Uranus has a mass of 8.681 x 1025 and a radius of 25,559km.
So gravity = GM/(r2)
where G = constant of -6.67 x 1011
M=mass
r = radius in meters
So for Neptune, g = 6.67 x 10-11 x 1.0243 x 1026 / 247640002 gives a gravity of 11.14 m/s
For Uranus g = 6.67 x 10-11 x 8.681 x 1025 / 255590002 gives a gravity of 8.86 m/s
So in simplistic terms, Uranus has less mass "Pulling Power" and has a greater distance (radius) to "pull" through.
The Earth for comparison has a mass of 5.9736 × 1024 kg and a radius of only 6,378 km but has a gravity of 9.78 m/s
