The timing chain is probably "slapping". It is a common problem with this otherwise
excellent engine. If you have the chain replaced, be sure to use the after market
available tensioner. I put one in mine. Works great.

There is no assembling it. If it is apart, replace it. If you mean how is it installed, the spring side goes towards the engine block.
The dodge 400 is a big block.
Located on the engine block. The exact location varries. A service manual would show you where.
The oil sending unit is located slightly lower than the distributor on the engine block.

Looking at the engine, the #1 cylinder will on your right hand side of the block, very first cylinder.
