The same reason murder is against the law. Animals should be treated with respect. When someone hits/burns them with something it still hurts just as bad as if it was done to us. There is no reason to hurt/abuse an animal on purpose just because you want to, or you think they are just animals so it's okay. Please don't think I'm being rude. I'm just saying what i think..

most of the time the purpose of animal cruelty is for our needs of meat dairy and fur coats. but for some people it is to relieve anger or stress so they take it out on there weakest point there pets.
Because we have done it for so long and to make it a felony would involve a massively complicated bit of legislation when you consider the number of animals killed for all kinds of reasons from making fur coats to liverwurst not to mention accidental deaths and injury's. The fact is we don't really want to because it belongs in the too hard basket both psychologically, Philosophically and economically.
Animal cruelty should be illegal because cruelty to a child is illegal. Animals actually have the same rights as children. Sort of like a contract that you were born with that everyone in the world has automatically signed, protecting you from harm until your an adult where you can have rights.
