He attributed the 'success' to Pericles' cunning in defeating the conservatives, expelling their leader, and installing a radical democracy to replace the balanced democracy he inherited. His oratory was able to sway the people in fortnightly assembly to follow his preferred course, as the people at large were more easy to sway with emotive appeals. However Thucydides is critical of its subsequent path when Pericles died of the plague and Athens was afflicted with orators who swayed the people into dangerous paths.
One of them was when Thucydides himself was sacked as a general for a defeat which was not his fault.

Depends on the government really. some democracies are successful (i.e. UK) while others arent. democracy is the form of government in which the rules are elected by the people

Personally, I think that democracy expanded in Athens and not Sparta, because Athens had a different kind of government from the start and democracy worked for them. Sparta was more military based and were always prepared to fight war. This is just the type of system they had. Oddly, their city-state vanished without trace after the Peloponnesian war. Doesn't that say something good about democracies? Athens had a better system. Overall, both city-states saw their way fit and the other one was wrong. Why would you try your enemies kind of government instead of sticking with your own? This must be what the Spartans thought.

Pure democracy, as our Founding Fathers knew and feared, is a very poor form of government. Democracy is 3 tigers and a goat voting on what's for dinner. Slavery was OK under a democracy, and the majority opinion has been wrong time after time. It has been said once the electorate understands they can vote to take money from those who earn it, and through legislation, give it to those who do not, that government is doomed. That is why we have a representative republic form of government. Describing ourselves as a "Democracy" didn't start until late in the 20th century.
